Noctural Emissions at Texas Oil Refinery President George W. Bush's energy plan is a boon to the oil, coal and natural gas industries: it calls for additional exploration and drilling for fossil fuels and for the construction of over a thousand new power plants. Bush argues that the expansion is necessary to meet projected energy needs, but he has been unable to stem concerns that his plan can only worsen global warming as the new plants and refineries come on line. Environmentals assert that the plan places too little emphasis on conservation, energy efficient appliances and automobiles, and renewable energy sources.
