Chemical Plant Emissions Freeport, Texas is the site of Dow Chemical's largest manufacturing plant. Dow's 75 production plants produce 40 billion pounds of products each year. Its chlorinated ethane facility in Freeport manufactures raw materials for use in latex paints, plastic films (SARAN WRAP) and pesticides. The plant provides jobs for thousands of Freeport residents, but it has also brought pollution to this small coastal community bordering the Gulf of Mexico. In December 2001, Dow agreed to pay $433,388 in fines for the facility's excess air emissions.
